Sticky editable marquee text as header

I am a new WordPress Art theme user and I have a question for you. I have a page where I want to have a sticky header on top (without any logos, buttons or menus), that will be editable like a normal text (I want to change the text color, to hyperlink some words, and to make it marquee). So far the only thing I could think of was to create a tagline that will appear on top of my page but the problem is that it cannot be edited as a normal text. What would you suggest?

You can create it via Text Marquee: https://doc.seatheme.net/sea-content-builder-plugin/text-marquee/
But it is not sticky by default, it need custom coding job to make it work as sticky status.
