How do you make menu hamburger appear at all times

When I scroll down the page, the menu hamburger in the top right corner disappears.

For example you should be able to see it here:

How do I get it to stay there, and disappear as you scroll past the rest of the text:

Thanks for that.

I have added this to the CSS, however now I am getting a pink bar across the top of my screen when I scroll up.

Is there anyway to make the menu bar transparent?
