Cannot Import Demo Data

I am having the exact same problem as the person in this post, however I could not fix it myself, several posts were marked as private in the replies so I could not see what was done to fix it. I am working on a localhost WAMP server as well. Could you help me in solving this issue? Thank you.

Did you try this way?

Please try to use “Import my saved data”, select one of xml. It needs a more time when importing. You could find the demo data xml files in theme folder ( /wp-content/themes/theone/functions/theme).

If it does not work, please leave your wp-admin(url/user/pass) by private reply, I’ll login to check it.

I did and got the same error, that the file was empty, with the possibility that the 3mb limit might be an issue. In reading the other post it is unclear if the changes made to the php.ini made a difference and I am unsure how to edit this file.
