Background moves with mouse how to stop? And how to remove logo completely.

The background image moves with the mouse how can I stop that?

Also the logo scrolls up and then stays there how can I remove the logo completely?

OK I have sorted the background move but I am still puzzled to how to stop the logo in the middle of the page that as you scoll down opens a menu.

I would like to remove this completely like this:
