A background image for the home page can be selected but hitting publish doesn’t add it to the site. Similar, all other customization options can’t be published as well.
Please don’t use customization “Background image” options.
You could set cover for each post, edit each to set the featured image.
If you want to set a default:
Please go to REAL / Layout: “Default Image for Page Cover” upload an image.
