Adding Classes to General Wrap

We have been trying to assign classes to the general and have been looking for the plugin file to add the feature similar to whats on the fullwidth wrap titled as “Anchor text”.

We would like to be able to apply custom CCS to General wraps as the fullwidth and fullwidth block do not fucntion correctly when presenting the blocks.

Can you kindly advise where we can find the php file responsible for the general wrap functions or provide us with an easy way to apply specific css to general wraps?
